海关行政许可申请人、利害关系人逾期未提出听证要求的，视为放弃听证的权利。
Failure of applicants and interested persons of customs administrative in raising such hearing request before prescribed time limit shall be deemed as waiver of the hearing right .

海关行政许可直接涉及行政许可申请人与他人之间重大利益关系，行政许可申请人、利害关系人依法提出听证申请的，海关应当举行听证。
Customs shall hold hearings when the administrative licensing directly involves major interested relationship between the administrative licensing applicant and other persons and when the applicant and such interested persons so request .
