推动实施学前教育三年行动计划，提高幼儿入园率。

这主要是由于当地过低的入园率（多数儿童缺乏接受正规学前机构教育的机会）、幼儿园教育质量存在一定的问题以及农牧民家庭教育不完善等原因造成的。
