本文认为，要在内在化过程中实现生育与社会控制的均衡，既减少生育对社会造成的外部损害，又不至于产生过大的制度成本，就必须依赖于制度设置的效率。
It concludes that to realize equilibrium of fertility and social control in the internalization process depends on system effectiveness , what can reduce external detriment to society with low system cost .
