鉴于当前口岸签证工作中存在的问题，以及面对形势的挑战，推动电子政务建设将有利于强化口岸签证管理，并在管理机制上有所突破和发展。

In view of the problems that exist in current port visa work , and the challenge imposed on by the new situation , the electronic government affairs construction will be beneficial to intensify port visa administration and to breakthrough and develop in administrative mechanism .

不属上述情况者，口岸签证机关不得受理其签证申请。

Visa-granting agencies at entry ports shall not handle visa applications of foreigners who do not come under the aforesaid circumstances .

其他被邀请确实来不及在上述中国驻外机关申请签主，并持有指定的主管部门同意在口岸申办签证的函电的。

As other invitees who really do not have enough time to apply for visas to the above-mentioned Chinese agencies abroad but hold letters or telegrams from designated competent authorities approving the application for visas at port visa agencies .

外籍人员有紧急事务急需入境处理的，如符合有关规定，可在抵达中山港口岸时办理落地签证。

If conforming to relevant regulations , foreigners can apply Visa upon Arrival in case of emergency when they arrive on Zhongshan Port .
