诉的分离-
提出实行诉与访的分离，构建再审之诉，对重大疑难案件实行四级三审终审制。
Proposing to implement a " complaint " and " visit " the separation of construction retrial , the implementation of difficult cases of four three major instance is final .

笔者认为，法院在群体纠纷的处理过程中所采用的司法政策主要存在以下问题：第一，法院在群体性诉讼、共同诉讼的立案上，不恰当的限制诉的合并、行使诉的分离等权力。
The author believed that the judicial policy which is been used by court in adjudicating group dispute mainly has following problems : first , the court inappropriately exercises authorities in limiting consolidation and separation of group action when group action and joinder action are put on record .
